INTRODUCTION -Tom Hinshaw

Welcomed attendees.
Local Construction Specification Institute (CSI) Chapter recognized NASA for the development of SpecsIntact with a certificate.
Obtaining the certificate will probably lead to Regional, then National recognition from CSI.
Suggested board members participate at their local CSI Chapters and the local chapters should be aware of SpecsIntact and all the features of the system.

PREVIOUS ACTIONS

Bela Gutman, JPL was tasked to identify the unique NASA sections for possible inclusion into the Unified Facility Guide Specifications (UFGS) database.
30% of the NASA sections are duplicated in the UFGS database.
   
ACTION:   Bela distribute list of unique NASA section using email to board members and Jim Pratten.by July 2001.
ACTION:  

Bela will send the Fume Hood Specification to Jim Pratten. (Note: Problems encountered included SuperFund site; criteria - exclusion of earth materials; Class 1 clean).

 


SUMMARY OF MAY SI-CCCB MEETING -Tom Hinshaw

Identifying the Army and Navy Technical Components to conduct UFGS Review.

Project 5 year effort to eliminate duplication in UFGS database.
Anticipate NASA board members will start review of UFGS in August.
Much time devoted to Mr. Quinn's comments on references and standards.
Joe Looney/NAVFAC wanted to market SI, but was told SI is not intended to compete.
Reviewed status of 1620's Change requests.
Tom Adams presented a prototype of the stand-alone submittal register.
Reviewed "Whole Building Design Guide" reference; www.wdbg.org.
   
ACTION:   Tom continue to bring up discussions at meetings
 

SI ACCOMPLISHMENTS - Pat Robinson

MASTERSPEC/MASTERWORKS

MSFC demonstration project - discrete.

Links Program - specification writing by query.
Masterwork allows editing in either Word or Word Perfect
MSFC local master contains approximately 80 sections.
Some MSFC locals have been converted to Masterspec format prioritized by as needed basis.
 

BUILDING PRODUCT PRE-APPROVAL PROGRAM (BPPAP)

Tom demonstrated/discussed BPPAP website.
Pre-approved products meet Federal and Technical Requirements of Specifications.
Paint specification and MPI standards.
 

SGS PRESENTATION - Jim Pratten

Briefed SGS organization structure of SGS Design Engineering.
Hired 18 new engineers on technical staff.
NASA will also adopt UFGS (we will provide input).
RCM updates were completed - 59 sections.
   
ACTION:   Bela provide list to Jim Pratten of sections NASA will maintain.

SUBMITTAL ISSUES

ACTION:   Kenny Hudson and Bela Gutman will send their local submittal definition (13300) to Jim Pratten.
ACTION:   SGS to review SD-01 and apply intelligence to apply to other Submittal Descriptions.

SUBMITTAL REGISTER PRESENTATION -Pat Robinson

Trying to get to one form - need board review.
Army and Navy agreed to use Navy output in columns.
Features - magnifier; scroll bar; right click functionality - insert rows; validations; checking wizard; calendar, etc.
   
ACTION:  

Pat distribute submittal register file in pdf-format to board members for review.


SPECIFICATIONS PARAGRAPH STRUCTURE

Government numeric structure - subparagraphs may not be numbered (multiple paragraphs).
Commercial - alphanumeric.
     
ACTION:  

SGS - Requirement Analysis for Master Text conversion to CSI Master format.

   
Concerns - Maintaining Table of Contents (TOC); titles; not an automated conversion effort without engineering judgment; investigate strategy and impacts for conversion - i.e. phased, all-at-once; Submittal section impacts; general section, product-heavy section, and execution-heavy section: 01330; 03300; 08100; 15050; 15720; 16145.
     
ACTION:  

Bob email crane sections to Jim Pratten.

PRESENTED PDRI - Bela Gutman

Perceived deficiency in PDRI addressing specification
   
ACTION:   Bela and Tom to develop letter about addressing specifications.
ACTION:   All centers: report number of specifications generated by SI or non-SI; breakdown by category - discrete, minor, task, FY.
ACTION:  

SGS - List of 59 RCM sections to Tom; SGS verify that references have also been updated with RCM; list will prevent loss of RCM-investment in UFGS.

GENERAL DISCUSSIONS - Roundtable

JPL outgassing of floor materials - some colors offgas; JPL requires sample for outgass testing; a possible example of a unique NASA spec; JPL gave list of JPL locals as possible NASA-unique sections.

METRICATION ISSUES

Tom related a cabinet fitting problem when A-E held dimensions to a whole metric unit - cabinets and refrigerator had extra space.
KSC reported one contractor's problem with metric (last year).
Tabled due to unavailability of participation from other centers.

SAFETY ISSUES

JPL related exterior eyewash experience in which a person was burned because the eyewash piping was outside and use was not pre-flushed; maybe a specification requirement for insulating exterior pipes that feed emergency eyewash.
GRC - related need for ganged box faceplate in which a normal faceplate is usually trimmed about ½" to fit.
