SPECSINTACT INTERAGENCY CONFIGUATION CONTROL AND COORDINATING BOARD (SI-CCCB) MEETING

INTRODUCTION

Sherry Gebhardt (NASA Headquarters) opened the meeting with general information and introductions.

REVIEW OF NAVFAC TRAINING SERVICES

Alice Butler reviewed the SPECSINTACT training services offered by the Naval Training Center in Norfolk, VA. SPECSINTACT courses are conducted at the Norfolk location or on the customer's site by request. She distributed training brochures and charts indicating agency attendance. She has been using SPECSINTACT with SGML v2.0 Beta for most recent classes. Feedback was very positive about the new software. A full-featured Table option is the number one requested feature by her students. Government students tend to be architects and engineers while private sector students tend to be clerks.

SPECSINTACT WITH SGML LINK TO CAD

Ford Chinworth (NAVFACHQ), Gary Colehamer (LANTDIV), Jim Harris (LANTDIV) and Calvin Crofford (LANTDIV) presented an overview of a request to provide a specific link from CONDOC-like applications in AutoCAD to SPECSINTACT. Flow diagrams for CONDOC, which is compatible with MasterSpec, but not SPECSINTACT, were distributed. CONDOC developers are not attempting to make it compatible with SPECSINTACT. The Winter Park, Florida A&E firm of Rogers, Lovelock and Fritz (RLF) has developed a CONDOC-like system for AutoCAD which outputs data that could be used by the SPECSINTACT system.

CONDOC is an object-designation scheme to link drawings to specifications using key words with key note designators. Ford Chinworth presented four desired outcomes.

  1. Agreement on strategy and schedule to produce an interagency coding convention.
  2. Cooperation to facilitate NAVFAC coding of key words and strategy for coding guide specifications for other agencies used by NAVFAC.
  3. Immediate program effort in SPECSINTACT to allow compiling of key word lists.
  4. Fast track for evaluation and approval of remaining SPECSINTACT functions.

ACTION: A meeting is required between the SPECSINTACT development group and RLF and will be coordinated by Ford Chinworth.

SPECSINTACT ACCOMPLISHMENTS

Pat Robinson (EG&G Florida) provided a presentation outlining the accomplishments of the last six months.

WORDSPEC DEMO

Mike Dyer (EG&G Florida) demonstrated the prototype for the link from SPECSINTACT to Microsoft Word. WordSpec provides users with the option to edit specs in Word. Key features of WordSpec are:

  • Outline view to add, delete, or move entire parts and subparts
  • Automated bracket editing capability
  • Power of Microsoft Word

WORDPERFECT INTERFACE

An effort similar to WordSpec will be undertaken with WordPerfect. "PerfectSpec" will enter Beta testing in the second or third quarter of FY 1998.

SPECSINTACT FUTURES

Doug Holzman (EG&G Florida) outlined recommendations for future efforts with SPECSINTACT:

  • Maintain SPECSINTACT 2.0 and provide minimal enhancements
  • Develop SPECSINTACT 3.0 to take advantage of 32-bit technology
  • Develop SPECSINTACT.WEB to operate across the Internet

He also outlined delivery projections for the above items contingent upon Board prioritization. The Board tabled development of a specific time table for implementation of the above recommendations.

WRAP-UP

Louise McMonegal shared with the board her analysis of the SPECSINTACT Help Desk and breakdowns of the problems reported. There was discussion of the possibility of another customer survey to obtain feedback on the acceptability of the latest software release.

ACTION: Pat Robinson and Louise McMonegal will coordinate a customer feedback survey.

YEAR 2000

Darrell Walen (EG&G Florida) delivered a presentation regarding the Year 2000 problem. He outlined the issues that software providers will need to deal with. All reviews of the SPECSINTACT system software show it to be Year 2000 compliant.

SPECSINTACT WEB SITE

David Maltby (EG&G Florida) toured SPECSINTACT's Web site, highlighting recent changes in navigation and content. Key features are:

  • On-line software change request form
  • Software download area

ACTION: David Maltby will change all references to "Volkswriter format" to be "DOS format".

ACTION: David Maltby will supply Carl Kersten and Jim Quinn techniques and scripts to implement downloading master text from web sites.

ACTION: Change SI logo to the one with the globe in the background.

DISCUSSION

Tom Shaw (COE CW) indicated that there were some concerns within the COE about the Help Desk and their ability to respond in a timely manner. Tom asked if there was a preferred method among the available means of communicating with the Help Desk: e-mail, phone, fax. It was suggested that all forms should be given equal attention and processed in a FIFO basis. However, the Board felt that the issue deserved additional study.

ACTION: Doug Holzman will form a review team to determine ways of measuring Help Desk activity.

REVIEW 1620S

Disposition of reviewed Software Change Request Forms.

ELECTRONIC BID SETS

A discussion was held focusing on whether or not SPECSINTACT should be able to output specification sections and reports to files in RTF and Postscript, PDF formats. There were no specific results from this discussion as to how this may be accomplished.

SOLICITATION COVER PAGE

Ford Chinworth demonstrated an application to generate a NAVFAC Solicitation Cover Page. He showed how to use the program to create a cover page. He requested that a menu link from SPECSINTACT be added to the system. The Board felt that cover page generation was beyond the scope of specification processing; therefore, it would be inappropriate to add it to the system menu. However, EG&G will include documentation on how to add an icon for the Solicitation Cover Page Generator to the SPECSINTACT with SGML program group.

SPECSINTACT WHITE PAPER

Sherry Gebhardt presented a series of questions that evolved from discussions with her superior regarding the funding of SPECSINTACT for FY98. Sherry presented a white paper and requested input from all Board members justifying the continued support of the SPECSINTACT system.

ACTION: Each agency will supply a response to each question and forward to Sherry Gebhardt on or before March 1, 1997.

ACTION: From agency input collated by Sherry Gebhardt, Miguel Morales (NASA KSC) will provide a final draft of the response to question 3. EG&G Florida will provide the final draft to questions 1 & 2.

ELECTION OF NEW CHAIRMAN

Miguel Morales was voted chairman of SI-CCCB for FY97.
