Introduction - Miguel Morales, NASA

  • Recognized the work accomplished by the SPECSINTACT Development Team that was accomplished since the last meeting.
  • The SPECSINTACT Development Team is under a new contract and are employed by Information Dynamics, Inc. (IDI). IDI is a subcontractor to Space Gateway Support (SGS) the prime contractor for the Joint Base Operations Contact. Even though this was a major transition to a new contract there was no loss of work effort by the SPECSINTACT Team and appeared seamless to NASA.

Status of Submittal Meeting - Tom Hinshaw, NASA, Lewis

  • A meeting was held on November 16, 1998 and was attended by representatives USACE, NAVFAC, NASA and the SPECSINTACT Team.
  • An agreement was reached to unify the structure of the submittal data in the technical specifications.
  • Summary of Submittal Meeting by Maggie Muller, SPECSINTACT Team.

Demo of SPECSINTACT 32-bit Interface - David Maltby, SPECSINTACT Development Team

  • Covered latest changes in 32-bit prototype.
  • Latest prototype was development in Microsoft Visual Basic 6.
  • The changes were well received by board.

Action: Representatives from NASA, USACE, NAVFAC agreed to fund power users of SPECSINTACT to come to KSC with actual projects to beta test 32-bit interface during the second week of May 1999.

Action: SPECSINTACT Develop Team will distribute to 32-bit beta software to testing activities identified by NAVFAC, USACE, and NASA by June 1999. Activities will provide feedback on testing for summation at the next SI-CCCB.

  • Training New Users

Easing the Creation of PDF and Discussion of EBS - David Maltby, SPECSINTACT Development Team

  • Demonstrated the changes in SPECSINTACT v2.7.1 to ease the creation of PDF via Acrobat PDFWriter.
  • Discussed further enhancements goals to modifying outputted PDF for use in EBS and methods to achieve the goals.
  • Because tools, such as AcroBld, already exist, the Board decided to not incorporate functionality to merge and bookmark PDF files into SPECSINTACT. This will allow users to maintain total creative control on publishing PDF.

Action: Introduce a Software Change Request to add additional enhancements to allow users to save outputted PDF to any folder and optionally create an AcroBld Build template file.

Review of Software Change Requests - Pat Robinson, David Maltby, SPECSINTACT Development Team

  • 13 new Software Change Requests were evaluated
  • 8 previously deferred Software Change Requests were reevaluated
  • Results of Board evaluation (PDF)

CCB Update - Earl Kennett, NIBS

  • Full DVD release of CCB volume 46 two weeks after CD-ROM release
  • DVD allows 7 CD-ROM CCB to be published as 1 DVD disk.

Information Handling Services Presentation - John Gioelio, Mark Strandquest, IHS

Agency Experience with Adding and Applying Tailoring to Guide Specifications - Round Table

  • NAVFAC has tailored Division 01 for Navy regional Divisions. NAVFAC received excellent feedback from the EFDs which applied the tailoring. NAVFAC will begin adding product tailoring to technical specifications.
  • USACE eliminated the Army Abridged (ABARMY) master guide specs by tailoring the Army master.
  • Consensus is that tailoring will be a useful tool.

Automate Single Master Reference List (SMRL) - Jim Quinn, USACE

  • Mr. Quinn described how a series of new software comparison tools provided to him by the SPECSINTACT Development Team has helped him maintain the SMRL.
  • Further, USACE has contracted with IHS to provide updated reference document data based on the results of the comparison reports that are now being produced.
  • Carl Kersten volunteered to assist Jim Quinn in keyboarding the IHS updates into the SMRL.
  • The possibility exists to out source the entire updating and maintaining of the SMRL to IHS. Rick Dahnke would like all agencies to share in the funding of this effort.

Action: Jim Quinn will provide requirements for the SPECSINTACT Team to maintain the SMRL by end of January 1999.

Action: Pat Robinson will distribute requirements to Board members for evaluation and gather results by end of February 1999.

Action: Pat Robinson will coordinate with Miguel Morales on contract issues.

Multi-Agency Section Template - Round Table

  • Discussion about the desirability of having one Section Template for all agencies.
  • Given that Submittal Article formatting (the area where agency Section Templates differed the most) have been unified under the agreements of the November 16, 1998 Submittal Meeting, it was felt that a single template was doable and would benefit the end users.

Action: David Maltby, SPECSINTACT Team, will develop a prototype of a single Section Template for distribution to the Board members for review by January 1999.

Discussion of How Each Agency Designates and Cites Reference Documents in the Guide Specifications - Round Table

  • It was decided to use IHS's naming standard for all Reference Documents.
  • Coordination of standardization of names (Reference IDs) will be through the Single Master Reference List.

Discussion of Single Multi-Agency Master - Round Table

Action: Tom Hinshaw will generate a list of common architectural sections among the three agencies by end of May 1999. He will distribute list to Board members for comments prior to next SI-CCCB.

Budget - Round Table

Action: Rick Dahnke will review with Charlie Baldi agency funding and report status by third week of December 1998 to Miguel Morales.

Action: Miguel Morales will email budget status to Board members in third week of February 1999.
